Six conditions, each written so a case can contradict it

Each condition is stated so that it can be checked against a real precedent and found false. The wording is provisional: phase two either finds each one in the cases or drops it.

Where these candidates come from. Each one is visible in Brighton's own situation, which is why it is a candidate and also why it needs testing against cases where it was absent. The wording of each will change as the cases are written.
